What changed
USDA proposes amending 12 Privacy Act systems of records to add a new routine use authorizing disclosure of records to the U.S. Department of the Treasury for payment integrity verification through the Do Not Pay Working System. The modifications align USDA's privacy practices with OMB Memorandum M-25-32 and E.O. 14249 requirements to reduce improper payments and strengthen program integrity. The affected systems include records on rural development participants, food and nutrition service business relationships, farm service programs, veterinary loans, Federal Crop Insurance compliance, employee benefits, and USDA financial/procurement operations.
USDA program participants, contractors, and business partners whose information is maintained in these 12 systems may experience expanded data sharing with Treasury. No new compliance obligations are created, but participants should be aware that their records may now be disclosed to Treasury for improper payment verification purposes. The 30-day comment period provides an opportunity for affected parties to submit concerns or feedback before the routine uses become effective.

SUPPLEMENTARY INFORMATION:
I. Background
In accordance with OMB Memorandum M-25-32, the USDA Privacy Division conducted a review of its Privacy Act system of records
notices (SORNs) to ensure alignment with E.O. 14249 and Federal efforts to reduce improper payments and strengthen program
integrity. As a result of this review, USDA identified 12 systems of records requiring modification to support disclosures
to the U.S. Department of the Treasury's Do Not Pay Working System. The change involves adding a new routine use to each of
the identified systems of records. This routine use will authorize the disclosure of information relevant to verifying payment
and award eligibility through the Do Not Pay Working System.
The purpose of this modification notice is to enhance USDA's ability to prevent improper payments, comply with government-wide
financial integrity mandates, and improve operational efficiency in determining eligibility for Federal funds. It strengthens
the agency's data sharing posture in support of transparency and accountability.
