Quarantine Notice for Livestock and Poultry Mortality Due to Rendering Disruptions

The California State Veterinarian has imposed a quarantine under Food and Agricultural Code Section 9562 on livestock and poultry mortality at farms and ranches throughout California where rendering services have been refused due to lack of capacity, carcass condition, or operational problems. Affected livestock owners must hold mortality on-premises or arrange compliant disposal by September 30, 2022 at 11:59PM. Failure to comply violates Title 3, California Code of Regulations Section 1301.8 and may result in law enforcement involvement and loss of indemnity eligibility.

Vesicular Stomatitis Updates for Horse Owners and Event Organizers

CA CDFA AHFSS Veterinary has issued updated VSV guidance for horse owners and event organizers, revising the Certificate of Veterinary Inspection (CVI) entry statement required for animals from VSV-affected states. The updated statement confirms animals were examined within seven days of shipment and have had no VS exposure in the preceding fourteen days. The guidance also includes ten recommended biosecurity measures for equine events.

Animal Blood Bank Proposed Regulations

The California Department of Food and Agriculture proposes to establish a new regulatory framework for animal blood banks under CCR Title 3, Division 2, Chapter 8. The proposal includes adoption of new Articles 1-4 (commencing with section 1303) establishing minimum standards for blood collection, processing, storage, and distribution, and Section 1308 specifying penalty schedules for violations. The most recent 15-day notice of modified text was issued January 15, 2026, with public comments accepted through January 16, 2025.
