What changed
The U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) has announced a $98 million investment to modernize aging pipeline infrastructure. This funding, part of the Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) grant program, is intended for city- and community-owned utilities to repair, replace, or modernize leak-prone gas distribution pipeline systems. This initiative is presented as the final year of the program, which aims to improve safety and efficiency.
Eligible partners are encouraged to submit project applications by May 22, 2026. While this is a grant program and not a direct regulatory mandate, entities receiving or applying for these funds will need to ensure their projects align with the grant criteria and objectives, focusing on repairing or replacing infrastructure to minimize leaks and prevent accidents. Compliance with the application process and subsequent project execution will be critical for successful participation.
What to do next
- Review NGDISM grant program application criteria
- Submit eligible project applications by May 22, 2026
- Ensure projects focus on repairing or replacing leak-prone pipeline infrastructure

PHMSA grant program provides funding to repair or replace leak-prone pipeline infrastructure
WASHINGTON, D.C. – U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) today announced $98 million to invest in America’s aging pipeline infrastructure. Under President Trump’s America First agenda, Secretary Duffy is building big, beautiful infrastructure that will make communities safer and energy more affordable.
“Modernizing gas distribution pipelines will save lives and protect America’s energy future,” said PHMSA Administrator Paul Roberti. “We look forward to working with local communities to minimize leaks, prevent accidents, and help make families’ energy bills a little more affordable.”
PHMSA’s Natural Gas Distribution Infrastructure Safety and Modernization grant program (NGDISM) provides funding for city- and community-owned utilities to repair, replace, or modernize aging, leak-prone gas distribution pipeline systems. Investing in this critical infrastructure helps keep product in the pipe and improves safety.
Additional Information:
The NGDISM Grant program provides close to $1 billion in grant funding over five years, to improve the safety and efficiency of high-risk, actively leaking, or leak-prone natural gas distribution infrastructure. Grant funding may be used to repair, rehabilitate, or replace existing gas distribution pipeline infrastructure. Grantees may also acquire equipment intended to reduce incidents and fatalities and avoid economic losses, such as leak detection and line locating equipment. This is the final year of the program.
The Notice of Funding Opportunity outlines the application criteria. Partners are encouraged to submit eligible projects as soon as possible but must do so by May 22, 2026.
The Pipeline and Hazardous Materials Safety Administration’s mission is to protect people and the environment by advancing the safe transportation of energy and other hazardous materials that are essential to our daily lives. Please visit www.phmsa.dot.gov for more information.
