Foreign-Built S/V SASA Coastwise Trade Request Notice
Summary
MARAD has received a determination request regarding the use of a foreign-built small passenger vessel (S/V SASA) in U.S. coastwise trade. The vessel is authorized to carry no more than twelve passengers for hire. MARAD is soliciting public comments to assess whether the proposed coastwise use would adversely affect U.S. vessel builders or U.S. coastwise trade businesses operating U.S.-built vessels. Comments must be submitted by May 18, 2026.
What changed
MARAD has published a notice requesting public comments on a coastwise trade determination for the foreign-built small passenger vessel S/V SASA. The notice describes the proposed vessel service and invites affected parties—including U.S. vessel builders and coastwise trade businesses—to submit evidence on whether the proposed use would have an adverse effect on domestic maritime commerce.
U.S. vessel builders and coastwise trade operators should review the proposed service details and submit comments if they believe the foreign-built vessel's use in coastwise trade would harm their business interests. The determination will inform whether the U.S. Coast Guard issues a coastwise trade endorsement under 46 U.S.C. 12121.
