Transport for London Siemens rail signalling framework
Summary
Transport for London published a pipeline notice under the Procurement Act 2023 for a proposed £277M (excl. VAT) framework agreement with Siemens Mobility covering signalling, train control, and communication systems on the Central line, Victoria line, Elizabeth line, and London Overground Windrush line. The direct award to Siemens covers maintenance, renewals, and spare parts for existing Siemens-installed systems originally supplied by Invensys Rail and Westinghouse Rail over an estimated 4+4 year term.
What changed
TfL has issued a pipeline notice announcing its intent to establish a long-term framework agreement with Siemens Mobility for railway signalling and train control systems. The estimated £277M contract (rising to £332.4M with VAT) would cover works, services, and supplies related to Siemens systems already installed on the Central and Victoria lines, Elizabeth line, and London Overground Windrush line. The procurement will proceed via direct award under the Utilities special regime, with approximately 15 call-off contracts anticipated over a 4-year base period (July 2026-July 2030) extendable to 8 years.\n\nSuppliers interested in potential subcontracting opportunities or related goods and services should review the notice ahead of the estimated tender publication date of 1 June 2026. Full replacement of signalling systems would be subject to separate open market competition. This is a pipeline notice only and does not yet constitute a formal contract award.
What to do next

Description
• TfL is proposing to set up a long term (4+4 year) framework agreement with Siemens Mobility for work on signalling, train control and communication systems already installed across parts of the network-mainly the Central and Victoria lines, the Elizabeth line, and the London Overground Windrush line.
• The framework would cover future capital projects, renewals, maintenance, goods, and services related to Siemens systems, including those originally supplied by Invensys Rail and Westinghouse Rail.
• Around 15 call off contracts are expected under the framework, including a dedicated agreement for technical support, services, and spare parts. This arrangement does not include any rolling stock replacement with Siemens.
• Where full replacement of signalling or train control systems is required, TfL plans to run an open market competition under a separate procurement process.
