Terrorist Designation: Sudanese Muslim Brotherhood
Summary
The U.S. Department of State has designated the Sudanese Muslim Brotherhood as a foreign terrorist organization under Executive Order 13224. This designation, signed by Secretary of State Marco Rubio, imposes sanctions and asset blocking measures.
What changed
The U.S. Department of State, through Secretary of State Marco Rubio, has officially designated the entity known as Sudanese Muslim Brotherhood (and its aliases) as a foreign person who has committed, attempted to commit, poses a significant risk of committing, or has participated in training to commit acts of terrorism that threaten U.S. national security, foreign policy, or economy. This determination is made under Executive Order 13224, as amended, and includes a determination that prior notice is not required as it would render the blocking and other measures ineffectual.
This designation triggers immediate asset blocking and other sanctions against the designated entity. U.S. persons are generally prohibited from engaging in transactions with the designated entity. Compliance officers should review their internal controls and transaction monitoring systems to ensure no dealings occur with the Sudanese Muslim Brotherhood or its aliases. Further guidance on specific prohibitions and exemptions may be available from the Department of the Treasury's Office of Foreign Assets Control (OFAC).
What to do next
- Review internal controls for transactions involving the Sudanese Muslim Brotherhood or its aliases.
- Ensure compliance with asset blocking and prohibition of dealings under Executive Order 13224.
Penalties
Asset blocking and other sanctions measures authorized under Executive Order 13224.

Acting under the authority of and in accordance with section 1(a)(ii)(A) of Executive Order 13224, as amended (“E.O. 13224”
or “Order”), I hereby determine that the person known as Sudanese Muslim Brotherhood (also known as Muslim Brotherhood in
Sudan; Sudanese Islamic Movement; al-Bara Bin Malik Brigade; al-Bara' ibn Malik Brigade; al-Baraa bin Malik Battalion) is
a foreign person who has committed or has attempted to commit, poses a significant risk of committing, or has participated
in training to commit
acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the
United States.
Consistent with the determination in section 10 of E.O. 13224 that prior notice to persons determined to be subject to the
Order who might have a constitutional presence in the United States would render ineffectual the blocking and other measures
authorized in the Order because of the ability to transfer funds instantaneously, I determine that no prior notice needs to
be provided to any person subject to this determination who might have a constitutional presence in the United States, because
to do so would render ineffectual the measures authorized in the Order.
This determination shall be published in the
Federal Register
