Summary
The Department of Labor's Employment and Training Administration has published Funding Opportunity Announcement FOA-ETA-26-17 for the RESTART (Reentry Employment in Skilled Trades, Advanced Manufacturing, Registered Apprenticeships, and Training) Initiative. What changed
The RESTART Initiative represents a new grant program under Assistance Listing 17.270 (Reentry Employment Opportunities) administered by the Department of Labor's Employment and Training Administration. The program seeks to fund eligible entities—including nonprofits, tribal governments, state governments, and national or regional intermediaries—to develop training programs for ex-offenders seeking employment in high-need sectors such as skilled trades, advanced manufacturing, and registered apprenticeships.
Eligible applicants should note that intermediaries must identify sub-grantees across three or more non-contiguous metropolitan areas or rural regions. Faith-based organizations are encouraged to apply. Applications are due by April 15, 2026, and must be submitted electronically through Grants.gov. Prospective applicants may direct questions to Alexander Heron at RESTART_FOA-ETA-26-17@dol.gov.
