Summary

Effective March 1, 2026, the Canada Border Services Agency (CBSA) will require a shipment-specific import permit from Global Affairs Canada for electric vehicles originating from China. This applies to commercial importations and is subject to quota limits.

What changed

Effective March 1, 2026, the Canada Border Services Agency (CBSA), in conjunction with Global Affairs Canada (GAC), is implementing a new requirement for a shipment-specific import permit for electric vehicles (EVs) originating from the People's Republic of China. This change amends the Import Control List (ICL) under the Export and Import Permits Act (EIPA). Importers must obtain a permit from GAC, which will be valid for 60 days and issued until a quota limit is reached. Specific HS codes are implicated, with exemptions for non-commercial (personal) importations under Chapter 98 of the Customs Tariff.

Regulated entities, specifically importers of Chinese-made EVs, must apply for and obtain this permit from GAC before importing. Failure to submit the required permit with the release package to the CBSA will result in the rejection of the entry. The CBSA's Single Window Initiative (SWI) Integrated Import Declaration (IID) will be updated to reflect this requirement, but until then, paper submissions including a paper permit are mandatory. Importers should also ensure compliance with all other applicable Canadian legislation, including safety and plant protection acts.

What to do next

  1. Obtain a shipment-specific import permit from Global Affairs Canada for Chinese-made electric vehicles.
  2. Submit the import permit with the release package to the CBSA.
  3. Ensure compliance with all applicable Canadian legislation for vehicle imports.

Penalties

Entry will be rejected if the required permit is not submitted.
