What changed
The Cabinet approved a new five-year Comprehensive Physical Distribution Policy Outline covering FY2026 through FY2030. This policy framework sets the direction for Japan's national logistics policy and provides the basis for inter-ministerial coordination among METI, MLIT, and the Ministry of Agriculture, Forestry and Fisheries.
Affected parties across Japan's logistics sector—including freight carriers, warehousing operators, manufacturers, retailers, and e-commerce platforms—should monitor forthcoming implementation measures under this outline. The five strategic perspectives (logistics efficiency, business practice transformation, workforce improvement, DX/GX standardization, and supply chain resilience) signal priority areas where regulatory guidance and compliance expectations may emerge during the implementation period through 2030.
