Manufacturing, Information, and Distribution/Service Policy On March 31, 2026, the Comprehensive Physical Distribution Policy Outline (FY2026–FY2030) was approved by the Cabinet. It sets out the direction of the government’s logistics policy and aims to promote comprehensive and integrated logistics policies through collaboration among the relevant ministries and agencies.

1. Overview

During the intensive reform period for logistics innovation through FY2030, there is a need to ensure the long-term sustainability of logistics and maximize its potential as a growth engine for Japan and as a service of high public interest by systematically implementing unprecedented fundamental measures. Based on this recognition, the Comprehensive Physical Distribution Policy Outline (FY2026–FY2030) was approved by the Cabinet today, setting out measures from the following five perspectives:

The Ministry of Economy, Trade and Industry (METI) will promote related measures under this outline in collaboration with the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) and other relevant ministries and agencies.

  1. Thorough logistics efficiency improvements to address service supply constraints;
  2. Review of business practices, behavioral changes among shippers and consumers, and transformation of the industrial structure toward overall logistics optimization;
  3. Improvement of the status, capabilities, and working environment of logistics personnel toward the provision of sustainable logistics services;
  4. Standardization of logistics and promotion of logistics DX and GX through cooperation among a wide range of stakeholders involved in logistics; and
  5. Enhancement and strengthening of the supply chain in response to an increasingly severe international situation and natural disasters.
