What changed
The UK Government has published a contract opportunity notice for an Independent Safety Assessor (ISA) service to support Ferrovial BAM Rail JV's track system packages. The tender, published 22 April 2026 with a closing date of 1 May 2026, has an estimated value of £150,000 to £250,000 and a contract period from July 2026 through September 2027. The ISA must be appointed in accordance with European railway standards EN 50126, 50128, and 50129, and where subsystems require compliance with the CCS NTSN, the appointed ISA must also hold accreditation as an Assessment Body (AsBo) in the United Kingdom.
Engineering consultancies, construction firms, and safety assessors with relevant rail infrastructure credentials should review the opportunity before the 1 May 2026 closing deadline. Firms holding AsBo accreditation in the UK may have a competitive advantage for subsystems requiring CCS NTSN compliance, as the notice specifies that the Employer's AsBo must recognise the contractor's ISA assessment to avoid duplication.
