Summary

The International Trade Commission (ITC) has published a notice to conduct full five-year reviews for fluid end blocks originating from China, Germany, India, and Italy. These reviews will determine if existing antidumping and countervailing duty orders should be continued.

What changed

The International Trade Commission (ITC) has issued a notice initiating full five-year reviews for antidumping and countervailing duty investigations concerning fluid end blocks from China (Investigation No. 731-TA-1466), Germany (Investigation No. 701-TA-632), India (Investigation No. 731-TA-1468), and Italy (Investigation No. 701-TA-635). These reviews are mandated by statute to determine whether the continued dumping or subsidization of these imports is likely to occur or to lead to injury if the existing orders were to be repealed.

Importers and exporters of fluid end blocks from these countries should be aware that the ITC will be conducting these reviews. The agency will likely solicit public comments and data from interested parties, including domestic producers and importers, to assess the present and future economic conditions of the domestic industry. Companies involved in the trade of these products should prepare to provide relevant information to the ITC to influence the outcome of the reviews, which will determine the continuation or revocation of the existing duty orders.

What to do next

  1. Monitor ITC's progress on the five-year reviews for fluid end blocks.
  2. Prepare to provide relevant data and comments to the ITC if involved in the import or export of these products.

AGENCY:

United States International Trade Commission.

ACTION:

Notice.

SUMMARY:

The Commission hereby gives notice that it will proceed with full reviews pursuant to the Tariff Act of 1930 to determine whether revocation of the countervailing duty orders on fluid end blocks from China, Germany, India, and Italy and revocation of the antidumping duty orders on fluid end blocks from Germany and Italy would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. A schedule for the reviews will be established and announced at a later date.

DATES:

March 6, 2026.

SUPPLEMENTARY INFORMATION:

On March 6, 2026, the Commission determined that it should proceed to full reviews in the subject five-year reviews pursuant to section 751(c) of the Tariff Act of 1930 (19 U.S.C. 1675(c)). The Commission found that both the domestic interested party group response and the respondent interested party group response from Germany to its notice of institution (90 FR 55162, December 1, 2025) were adequate, and determined to conduct full reviews of the orders on imports from Germany. The Commission also found that the respondent interested party group responses from China, India, and Italy were inadequate but determined to conduct full reviews of the orders on imports from those countries in order to promote administrative efficiency in light of its determinations to conduct full reviews of the orders with respect to Germany. A record of the Commissioners' votes will be available from the Office of the Secretary and at the Commission's website.

Authority: These reviews are being conducted under authority of title VII of the Tariff Act of 1930; this notice is published pursuant to § 207.62 of the Commission's rules.

By order of the Commission.

Issued: March 23, 2026.

Lisa Barton,

Secretary to the Commission.
