Summary
The Bureau of Reclamation issued a sole source presolicitation notice for 80 hours of specialized technical support services related to the Watershed Analysis Risk Management Framework (WARMF) model for San Joaquin River salinity forecasting. The agency intends to award a sole source purchase order to Systech Water Resources Inc. under FAR 13.106-1(b)(1), citing the contractor's unique role as original developer and sole source of proprietary expertise. Responsible sources may submit capability statements by April 15, 2026.
What changed
The Bureau of Reclamation published a presolicitation notice of intent to issue a sole source purchase order to Systech Water Resources Inc. for 80 hours of technical support services on the WARMF watershed model. The action is justified under FAR 13.106-1(b)(1) because Systech is the original developer and only known source with the proprietary expertise required for real-time salinity forecasting and calibration functions.
Environmental consulting firms with WARMF model capabilities should evaluate whether they can meet the technical requirements and submit capability statements by the deadline. This is an informational notice, not a solicitation, but responsible sources demonstrating ability to perform may be considered before the award is finalized.
What to do next
- Submit capability statements to sarah_anaya@ios.doi.gov by April 15, 2026 if you can perform WARMF model technical support services
- Monitor for updates if you do not meet the response deadline

Subject: Notice of Intent to Award a Sole Source Purchase Order to Systech Water Resources Inc.
The Bureau of Reclamation, Mid-Pacific Region, intends to issue a sole source award to Systech Water Resources Inc. for specialized environmental technical support services related to the Watershed Analysis Risk Management Framework (WARMF) model. This action is being taken in accordance with FAR 13.106 1(b)(1), which permits soliciting from a single source when only one responsible source is reasonably available and no other supplies or services will satisfy agency requirements.
Requirement Description
Reclamation requires 80 hours of technical support services to provide real time analytical and modeling assistance for managers and stakeholders using the WARMF watershed model. These services support operational decision making related to flow and salinity monitoring within the watershed. Work will include, but is not limited to:
Updating model inputs based on real time data
Preparing and releasing model updates
Assisting Reclamation staff with interpretation of model outputs
Providing training and technical guidance on use of WARMF tools and results
Systech Water Resources Inc. is the original developer and long standing technical authority for the WARMF model.
