Lisenser utstedt før 1.1.2020 kan uansett benyttes til de løper ut, men det vil ikke være mulig å forlenge disse etter januar. Andre endringer vil unntaksvis være mulig ved behov.

Dersom det fremdeles er aktuelt å ha eksportlisens for varen, tjenesten eller teknologien, må det søkes ny lisens. Forholdet må forklares og all nødvendig dokumentasjon må legges ved i den nye søknaden.

Dette vil på sikt rydde opp i gamle lisenser.
