Summary

NHS South West London Integrated Care Board issued a pre-market engagement notice for a £627,189 health prevention and empowerment service targeting high-risk communities in Central Croydon. The ICB seeks market views and interest levels from potential providers ahead of any future formal procurement. Responses are due by 11 May 2026.

What changed

NHS South West London ICB published a preliminary market engagement notice under the Procurement Act 2023 for a targeted health prevention and empowerment service in Central Croydon valued at £627,189. The notice explicitly states this is not a formal procurement exercise; participation does not guarantee involvement in any future competition, and responses are non-binding for all parties.

Healthcare providers, charities, and community organisations interested in NHS service delivery should note that while this pre-market engagement is optional, responses will inform the ICB's commissioning strategy and whether a competitive procurement proceeds. Suppliers should express interest by the 11 May deadline to help shape future service specifications and commissioning approaches.

What to do next

  1. Review the pre-market engagement questionnaire and assess interest in delivering Central Croydon health prevention services
  2. Submit questionnaire responses to NHS SWL ICB by 11 May 2026 deadline
  3. Monitor for future formal procurement announcements if the ICB decides to proceed

Description

The Provision of NHS high risk communities targeted health prevention and empowerment service in Central Croydon on behalf of NHS South West London Integrated Care Board

DISCLAIMERS

Organisations considering whether to respond to this information request should note the following:

• NHS South West London Integrated Care Board (the ICB) is still finalising its decision in regard to future service provision and is inviting pre-market engagement to seek the views and opinions of those organisations that may be interested in becoming involved in delivering this future service.

• This Pre-Market Engagement Questionnaire (PMEQ), and any subsequent information provided in response to it, does not form an integral part of any potential future procurement exercise and should be considered as an attempt by the ICB to engage with the potential market for delivering future services;

• This PMEQ, the accompanying information and the responses received arising from it are in no way legally binding on any party;

• Participation in the engagement exercise is not a mandatory requirement for participating in any potential future procurement; however, responses received will assist in informing the ICB as to the level of interest from the market and will be used to evidence a decision as to whether or not to undertake a competitive procurement. CONFIRMATION OF YOUR EXPRESSION OF INTEREST IS THEREFORE IMPORTANT.

• Any responses and information that are shared through this pre-market engagement exercise may be used by the ICB to inform commissioning and potential procurement strategies.

SERVICE SUMMARY

NHS South West London Integrated Care Board (SWL ICB) is undertaking pre-market engagement to inform the potential commissioning of a targeted prevention and empowerment service for Central Croydon. The programme is designed to address key health inequalities identified through locality population health analysis and will focus on interventions that improve access to healthcare and address wider determinants of health.

The proposed service consists of three targeted prevention programmes aligned to the differing population needs of Central East and Central West Croydon:

• Central East Croydon - Digital Inclusion and NHS App Uptake Programme

Supporting residents aged 40 years and over who experience digital barriers to accessing health services and who are not currently registered with the NHS App. The programme will provide targeted outreach and personalised support to enable residents to access NHS digital services, improve self-management of long-term conditions and strengthen access to healthcare.

• Central West Croydon - Welfare, Financial and Housing Advice Programme

Providing structured casework support for adults living in IMD 1-3 areas who experience financial or housing insecurity and whose wellbeing is significantly affected by these pressures. The programme will prioritise individuals with moderate-to-high anxiety and either a long-term condition or high primary care utilisation, supporting residents to resolve financial stressors, improve housing stability and strengthen their capacity to manage their health.

• Central West Croydon - Childhood Immunisation Equity Programme

Delivering culturally competent outreach and navigation support for families from Black and minority ethnic communities with children aged 0-5 who are not up to date with MMR vaccination. The programme will work with communities and GP practices to improve uptake of routine childhood immunisations and reduce inequities in protection from vaccine-preventable disease.

Together these interventions aim to improve population health outcomes by strengthening access to NHS services, addressing wider determinants of health, and reducing inequalities in preventative healthcare uptake.

The service will operate through targeted outreach, structured behavioural and casework interventions, and coordinated referral pathways with primary care, voluntary sector organisations and local authority services to ensure residents receive timely and appropriate support.

The total indicative financial envelope for this service is £209,063 per annum.

Further detail regarding the proposed cohorts, delivery model and outcomes framework is set out in the Draft Service Specification provided in Appendix A.
