Description
The Contractor will be required to deliver Air Warfare Education and Training (AWE&T) capability for the Ukrainian Air Force (UkrAF) on behalf of the Authority, as follows:

The future contract will facilitate the delivery of approximately 20 weeks of training per year.

- Single supplier - technical reasons The Air Commercial Team, part of the UK Ministry of Defence (MoD) intends to award a one year plus one option year contract with an estimated value of £1m p.a. (inc VAT)] to Inzpire Limited for delivery of Air Tactics and Planning courses and Electronic Warfare Training as part of the Air Warfare and Education and Training capability (AWE&T).
Historically, the AWE&T capability (incorporating the Air Tactics and Planning courses) was delivered as an in-house solution by RAF Qualified Weapons Instructors (QWIs), with input from supporting staff. These instructors were and are in short supply and are a limiting factor on Front Line squadrons, rendering delivery of the course unsustainable without significant impact to UK training and operational delivery. As a result, the training requirement has been delivered since 2021 using contracted SQEP through Inzpire Limited.
The UK has provided Gift in Kind (GiK) of a bespoke hardware and software based mission planning tool to the UkrAF for which Inzpire Limited own the intellectual property rights. Inzpire are also the sole possessors of the high level skill set of SQEP instructors and the established knowledge base required for delivery of the tactical and planning training objectives associated with the AWE&T. Taken together, this tool and the tactical planning SQEP is essential to future capability development of AWE&T through the UK to Ukraine and is included as a key component within the AWE&T course delivery framework.
The subject requirement will be delivered under the terms of a new contract, to be directly awarded under the PA23 to Inzpire Limited in accordance with Section 41 and Schedule 5, paragraph 6 (Single Suppliers / Technical Grounds) of the PA 2023, for technical reasons owing to Inzpire Limited's proprietary ownership of the mission planning tool. Inzpire Limited is the only supplier capable of meeting the MoD’s requirement due to their unique SQEP and established knowledge base and there are no reasonable alternatives.
