2025-2026 Tariff Rate Quotas for Wheat, Barley and Products
Summary
Global Affairs Canada announced the 2025-2026 tariff rate quotas (TRQs) for wheat, barley, and their products, effective August 1, 2025. The quotas are wheat at 226,883 tonnes, barley at 399,000 tonnes, wheat products at 123,557 tonnes, and barley products at 19,131 tonnes, administered on a first-come, first-served basis through July 31, 2026.
What changed
Global Affairs Canada published the annual tariff rate quota (TRQ) levels for wheat, barley, wheat products, and barley products for the 2025-2026 period (August 1, 2025 to July 31, 2026). These quotas apply to imports under Items 161 to 191 of the Import Control List.
Importers of these agricultural commodities should note that imports exceeding the allocated TRQ quantities will be subject to higher over-quota tariff rates. Since allocations are administered on a first-come, first-served basis, importers should coordinate procurement and shipment schedules early in the quota year to maximize access to quota-rate imports.
What to do next
- Monitor TRQ availability for wheat, barley, and product imports
- Plan import schedules to secure quota allocations before exhaustion
