FAR Overhaul Model Deviation Text Updates for Parts 2 and 52
Oct 28 2025 FAR Council Model Deviation Text Updates Now Available.
The Federal Acquisition Regulatory Council has released updated model deviation text as part of the ongoing Revolutionary FAR Overhaul (RFO) Initiative, in accordance with Executive Order 14275 and OMB Memorandum M-25-26.
The following RFO updates were posted on October 28, 2025:
- Part 2 - Definitions of Words and Terms
- Updated to incorporate all part 2 terms and definitions from the codified FAR with changes that resulted from the RFO.
- Implementation Support: Part 2 Practitioner Album
- Part 52 - Solicitation Provisions and Contract Clauses
- Updated to consolidate codified part 52 with changes that resulted from the RFO, with full HTML viewing, for improved usability.
- Implementation Support: Part 52 Practitioner Album, which includes access to a GSA provided RFO matrix tool that shows changes to provisions and clauses as a result of the RFO. The FAR Council incorporated all changes to Part 2 and Part 52 as part of the issued model deviations for each associated FAR Parts 1-53 (e.g., new definition of "commercial service" included in FAR Part 12 model deviation publication). As a result, agencies are not required to issue a separate agency deviation for Part 2 or Part 52.
This release is part of a broader effort to update the FAR by using plain language, removing non-statutory and non-essential content, and making the regulation easier to understand and use. The update also includes summaries, insights, and practical tools to help the workforce transition to and implement the revised regulation.
