Prefabricated Construction Guidance for Northern Arctic Requirements
Summary
The Standards Council of Canada is developing new plain language guidance for prefabricated and modular construction in northern and Arctic applications. This guidance will integrate existing CSA modular standards with climate-resilience provisions and input from the Northern Advisory Committee. The solicitation for this development work was published on February 27, 2026.
What changed
The Standards Council of Canada (SCC) is seeking to develop a supplemental plain language user guide for prefabricated and modular construction specifically addressing northern and Arctic requirements. This guidance will build upon the existing CSA modular standards framework by incorporating climate-resilience provisions and practical "how-to" direction for users, with input from the Northern Advisory Committee (NAC).
This initiative aims to provide clearer direction for construction in challenging northern environments. While this document is a solicitation for the development of guidance rather than the guidance itself, regulated entities involved in prefabricated and modular construction for northern regions should be aware of this initiative. The contract for developing this guidance is estimated to be 12 months, with a closing date for the solicitation on March 14, 2026.
What to do next
- Review the Buy Canadian Policy for potential impacts on construction projects.
- Monitor the development and publication of the new guidance for prefabricated and modular construction in northern and Arctic applications.
- Consider engaging with the Standards Council of Canada or the Northern Advisory Committee if involved in relevant construction projects.
