Malta Consultation on EU Gigabit Infrastructure Act Implementation
Summary
The Malta Communications Authority (MCA) is seeking feedback on a draft Bill to implement the EU Gigabit Infrastructure Act. The proposed legislation aims to reduce the cost and accelerate the deployment of high-speed internet networks by promoting infrastructure sharing and efficient deployment. The consultation period closes on November 27, 2025.
What changed
The Malta Communications Authority (MCA) has launched a public consultation on a draft Bill, the 'Utilities and Services (Regulation) (Amendment) Act, 2025'. This bill is intended to transpose Regulation (EU) 2024/1309, known as the Gigabit Infrastructure Act, into Maltese law. The EU Act's primary objectives are to facilitate and stimulate the rollout of very high-capacity networks by encouraging the joint use of existing physical infrastructure and enabling more efficient deployment of new physical infrastructure, thereby reducing costs and speeding up deployment.
Interested parties are invited to submit their feedback on the proposed legislative amendments. The consultation document is available via a link to the Maltese government's public consultation portal, and submissions must be received by November 27, 2025. This initiative will impact telecommunications firms by potentially altering regulations around infrastructure deployment and sharing, aiming for faster and cheaper gigabit network rollouts across Malta.
