打印 分享到: 4月14日—15日,“一带一路”税务学院院际交流活动以线上线下相结合模式在广东横琴粤澳深度合作区举行。来自阿尔及利亚阿尔及尔、哈萨克斯坦阿斯塔纳、中国北京、中国澳门、沙特阿拉伯利雅得、中国扬州六所“一带一路”税务学院,国际货币基金组织、美洲税收管理中心、荷兰国际财政文献局、德国工业联合会等国际组织代表,以及学界业界税务专家齐聚一堂,交流办学经验,分享教学资源,共谋未来发展。“一带一路”税收征管合作机制(以下简称合作机制)秘书处秘书长、中国国家税务总局副局长王道树致辞并代表“一带一路”税收征管能力促进联盟(以下简称联盟)作工作报告。
王道树表示,联盟作为“一带一路”税收征管合作机制的重要组成部分,始终坚守为共建国家税收治理现代化贡献智慧的时代使命,构建了一个覆盖广泛的税收能力建设网络,打造了一套系统完备的税收征管课程体系,培育了一支高素质的国际税收师资队伍,取得了一系列实实在在的能力建设成果。他指出,当前,全球治理体系面临深刻调整,这不仅对各国税收治理能力带来新的考验,也对国际税收合作提出了更高期待。希望各方持续深化合作,携手营造公平、透明与可持续发展的国际税收环境,为高质量共建“一带一路”、促进经济全球化贡献更多税务力量。
据介绍,联盟自2019年成立以来,已建成六所“一带一路”税务学院,覆盖了英语、汉语、俄语、葡萄牙语、阿拉伯语、法语地区,构建起多语种、多区域、多层次的全球税收培训网络。截至目前,联盟累计举办培训160余期,覆盖120多个国家和地区,培训财税官员超过7000人次,成为合作机制框架下重要的专业能力建设平台。
活动期间,合作机制理事会举行联盟主席换届仪式,由现任澳门财政局局长何燕梅接替原局长容光亮担任联盟主席职务。容光亮表示,目前联盟已成功发布课程体系1.0版,为六所税务学院提供多语种培训服务,有助于推动共建“一带一路”国家在税收领域形成共通的专业话语体系。何燕梅指出,数字经济的发展对传统税收征管体系提出了挑战,未来联盟将聚焦数字化转型与税收确定性两大核心方向,帮助各方持续加强“智慧税务”建设,不断优化课程体系,推动与“一带一路”税收征管和纳税服务两大产品体系有效衔接,助力提升税收确定性。
分享交流环节,六所税务学院负责人和与会代表围绕课程建设、国际合作等话题展开深入交流研讨。与会代表一致认为,联盟已成为推动全球税收治理现代化的重要力量,未来各方应进一步强化课程体系建设、资源共享及务实合作,为构建增长友好型税收环境、完善全球税收治理体系建设作出新的更大贡献。
据悉,第七届“一带一路”税收征管合作论坛将于2026年10月13日至15日在印度尼西亚雅加达举办。
