NH Department of Revenue Administration Exceeds Goal for Tax Amnesty Program
Concord, NH – Over the course of two-and-a-half months, the New Hampshire Department of Revenue Administration’s (DRA) 2026 Tax Amnesty Program exceeded expectations, generating $103.8 million in recovered tax revenue for the state. The program provided eligible taxpayers with a one-time opportunity to pay outstanding taxes without penalties and with a 50% reduction in accrued interest. The Tax Amnesty Program launched December 1, 2025, and concluded on February 15, 2026. The recovered revenue will benefit the New Hampshire General and Education Trust Funds, which support a range of essential programs and services.
“We’re encouraged by the strong participation in the Tax Amnesty Program, which offered taxpayers an opportunity to come forward, resolve outstanding tax obligations, and return to compliance,” said DRA Commissioner Lindsey Stepp. “This effort not only helped taxpayers eliminate debt but also generated meaningful revenue for the state.”
Stepp attributed the program’s success to the opportunity created through the Legislature and Governor’s approval of the initiative. That opportunity, combined with DRA’s internal efforts and a comprehensive advertising and communications campaign, helped raise awareness and encourage taxpayers to take action. DRA last coordinated a similar tax amnesty program in 2016, raising nearly $19 million in revenue for the state.
Revenue generated through the program came from several tax categories, including $96.7 million from Business Taxes, $4.4 million from Interest and Dividends (I&D) Tax, $1.0 million from Meals and Rentals (M&R) Tax, $1.0 million from Communication Services Tax (CST) and $0.7 million from the Tobacco Tax.
In addition to routine payments on assessments, the Tax Amnesty Program also closed out a significant number of audit and collection cases and brought new filers onto the tax rolls. A breakdown of these areas is provided below:
Audit - $79.5 million collected from 692 returns with 94.6% from Business Taxes, 2.7% from I&D, 1.2% from CST, and 1.5% from M&R and Tobacco Tax
Collections - $11.0 million collected from 1,780 returns with 87.3% from Business Taxes, 5.8% from I&D, 6.0% from M&R, and 0.9% from CST and Tobacco Tax
New Filers - $3.4 million collected from 850 returns with 91.7% from Business Taxes, 5.8% from I&D, and 2.5% from M&R
About the New Hampshire Department of Revenue Administration DRA is responsible for fairly and efficiently administering the tax laws of the State of New Hampshire. DRA collects approximately 80% of New Hampshire’s general taxes. During Fiscal Year 2024, DRA collected $2.9 billion in taxes, most of which went to the New Hampshire General Fund and Education Trust Fund. DRA also assists municipalities in budgeting, finance, and real estate appraisal. DRA administers and collects the following taxes at the state level: Business Enterprise Tax, Business Profits Tax, Communications Services Tax, Interest and Dividends Tax, Meals and Rentals Tax, Medicaid Enhancement Tax, Nursing Facility Quality Assessment, Tobacco Tax, Taxation of Railroads, Utility Property Tax, Real Estate Transfer Tax; and assists with the following taxes at the local level: Property Tax, Excavation Tax, and Timber Tax.
