Respondent further agreed to service of all papers in this proceeding by email. Accordingly, Respondent must file an answer to the OIP by December 8. OIP at 3; 17 C.F.R. § 201.220. Respondent is also directed to file a notice of appearance pursuant to Rule 102(d), 17 C.F.R. § 201.102(d). Per my prior order, the hearing will be held on December 15, 2025, at 10 a.m. Eastern, via remote means and/or at Commission Headquarters in the ALJ Hearing Room, 100 F Street, N.E., Washington, D.C. 20549. The court reporter is to be arranged by the Division of Enforcement.
