Landair Transport CDL Exemption Request, Comments Invited

FMCSA published a notice in the Federal Register announcing that Landair Transport LLC d/b/a Covenant Logistics has applied for an exemption from federal Commercial Driver's License (CDL) requirements. The agency is seeking public comments on this application. The comment period closes 30 days after the April 21, 2026 publication date.

FMCSA requests public comment on Covenant Logistics' application for a 5-year renewal of its exemption from 49 CFR 383.25(a)(1), which requires CLP holders to be accompanied by a CDL holder in the front seat. The exemption would allow CLP holders who have passed CDL skills tests to drive without a CDL holder present. After reviewing the application, safety analyses, and public comments, FMCSA will grant or deny the exemption.
