The President issued a Presidential permit authorizing Enbridge Energy Company, Inc. to operate and maintain existing pipeline border facilities at St. Clair County, Michigan, at the US-Canada international boundary. The permit authorizes transport of crude oil and petroleum products between the United States and Canada. This permit supersedes and revokes a prior Presidential permit dated April 28, 1953.

Presidential Permit for Bakken Pipeline Cross-Border Pipeline

The Executive Office of the President has issued a Presidential Permit to Bakken Pipeline Company LP, a Delaware limited partnership and subsidiary of Enbridge Inc., authorizing the construction, connection, operation, and maintenance of a 24-inch diameter pipeline at the U.S.-Canada international border near Portal, North Dakota. The permit authorizes cross-border transport of crude oil and petroleum products of every description, refined or unrefined, excluding natural gas subject to the Natural Gas Act. The permittee must still comply with all otherwise applicable federal, state, and local laws and regulations.

Presidential Permit for Enbridge Pipelines Southern Lights LLC - Pembina County North Dakota Cross-Border Pipeline Operations

The President granted a Presidential permit to Enbridge Pipelines (Southern Lights) L.L.C., authorizing the company to operate and maintain existing pipeline border facilities at the US-Canada international boundary in Neche, Pembina County, North Dakota. The permit authorizes cross-border transport of crude oil and petroleum products including naphtha, LPG, NGLs, jet fuel, gasoline, kerosene, and diesel, but excludes natural gas. This permit supersedes and revokes a prior Presidential permit issued on June 10, 2008.

The Executive Office of the President has issued Presidential Permit dated April 15, 2026, authorizing Bakken Pipeline Company LP to operate and maintain existing pipeline border facilities at Burke County, North Dakota, near Portal, for the transport of crude oil and petroleum products between the United States and Canada. The permittee is a Delaware limited partnership and subsidiary of Enbridge Inc., a Canadian corporation. This permit supersedes and revokes the prior Presidential permit issued April 8, 1996.
