The President granted a Presidential Permit to Enbridge Energy, Limited Partnership authorizing the operation and maintenance of existing pipeline border facilities at St. Clair County, Michigan, at the international boundary with Canada. The authorization covers transport of crude oil and petroleum products between the United States and Canada. This permit supersedes and revokes a prior Presidential Permit issued on December 12, 1991. The facilities remain subject to all applicable federal and state laws and regulations.

The Executive Office of the President has issued a Presidential Permit to Bakken Pipeline Company LP, a Delaware limited partnership and subsidiary of Enbridge Inc., authorizing the construction, connection, operation, and maintenance of a 24-inch diameter pipeline at the U.S.-Canada international border near Portal, North Dakota. The permit authorizes cross-border transport of crude oil and petroleum products of every description, refined or unrefined, excluding natural gas subject to the Natural Gas Act. The permittee must still comply with all otherwise applicable federal, state, and local laws and regulations.
