President Grants Enbridge Pipeline Permit at US-Canada Border

The President granted a Presidential Permit to Enbridge Energy, Limited Partnership authorizing the operation and maintenance of existing pipeline border facilities at St. Clair County, Michigan, at the international boundary with Canada. The authorization covers transport of crude oil and petroleum products between the United States and Canada. This permit supersedes and revokes a prior Presidential Permit issued on December 12, 1991. The facilities remain subject to all applicable federal and state laws and regulations.

Presidential Permit Authorizes Enbridge Energy Pipeline at ND-Canada Border

The Executive Office of the President has issued a Presidential Permit dated April 15, 2026, authorizing Enbridge Energy, Limited Partnership to operate and maintain existing pipeline border facilities at the United States-Canada international boundary in Pembina County, North Dakota. The permit authorizes cross-border transport of crude oil and petroleum products (excluding natural gas subject to the Natural Gas Act). This permit supersedes and revokes the previous Presidential permit issued on June 16, 1994.

Presidential Permit Authorizing Enbridge Pipeline Operations at U.S.-Canada Border

The President issued a Presidential permit to Enbridge Energy, Limited Partnership granting authorization to operate and maintain existing pipeline border facilities near Neche, Pembina County, North Dakota, at the U.S.-Canada international boundary. The permit authorizes the transport of crude oil and petroleum products between the United States and Canada, excluding natural gas subject to the Natural Gas Act. This permit supersedes and revokes a previously issued permit dated October 13, 2017.

Authorizing Enbridge Energy To Operate Pipeline at North Dakota-Canada Border

The President has issued a Presidential permit authorizing Enbridge Energy, Limited Partnership to operate and maintain three existing pipeline border facilities in Pembina County, North Dakota at the international boundary with Canada. The authorization covers the transport of crude oil and petroleum products including naphtha, LPG, NGLs, jet fuel, gasoline, kerosene, and diesel, but explicitly excludes natural gas subject to the Natural Gas Act. This permit supersedes and revokes a prior Presidential permit dated December 12, 1991.

President Authorizes Enbridge to Maintain ND-Canada Pipeline Facilities

The President issued a Presidential permit authorizing Enbridge Energy, Limited Partnership to operate and maintain existing pipeline border facilities at the U.S.-Canada international boundary in Pembina County, North Dakota. The permit covers the transport of crude oil and petroleum products between the United States and Canada. This permit supersedes and revokes a prior Presidential permit issued on July 23, 1998.

Presidential Permit for Bakken Pipeline Cross-Border Pipeline

The Executive Office of the President has issued a Presidential Permit to Bakken Pipeline Company LP, a Delaware limited partnership and subsidiary of Enbridge Inc., authorizing the construction, connection, operation, and maintenance of a 24-inch diameter pipeline at the U.S.-Canada international border near Portal, North Dakota. The permit authorizes cross-border transport of crude oil and petroleum products of every description, refined or unrefined, excluding natural gas subject to the Natural Gas Act. The permittee must still comply with all otherwise applicable federal, state, and local laws and regulations.
