State v. Phelps — Appeal Affirmed, Counsel Granted Withdrawal Under Anders

The Ohio Court of Appeals, Fifth Appellate District, affirmed the judgment of the Fairfield County Common Pleas Court overruling a motion for judicial release. Appellate counsel filed an Anders brief asserting the appeal was wholly frivolous; the court independently reviewed the record, agreed, granted counsel's motion to withdraw, and affirmed. The court further held it lacked authority under R.C. 2701.03 to review the trial court's recusal decision.

First Responder Network Authority Reauthorization Act of 2026

H.R. 7386 proposes to reauthorize the First Responder Network Authority (FirstNet) through September 30, 2037, amending the Middle Class Tax Relief and Job Creation Act of 2012. The bill places FirstNet under NTIA approval authority, modifies board composition requirements, establishes 60-day action deadlines for NTIA on network reinvestment decisions, and mandates new congressional reporting on FirstNet contractor preparations. The reauthorization extends the program for 11 additional years beyond its current sunset.
