Summary

The Welsh Ministers have issued the Welsh Language and Education (Wales) Act 2025 (Commencement No. 1 and Transitional and Transitory Provision) Order 2026. This order brings various provisions of the 2025 Act into force on April 1, 2026, and August 1, 2027, relating to Welsh language speakers, standards, education, and a national framework.

What changed

This Order, made by the Welsh Ministers on March 10, 2026, designates specific provisions of the Welsh Language and Education (Wales) Act 2025 to come into force on April 1, 2026, and August 1, 2027. Key provisions taking effect on April 1, 2026, include those related to calculating Welsh speakers, reviewing language standards, a code for describing Welsh language ability, and the establishment and implementation of a National Framework for Welsh Language Education and Learning Welsh. A specific provision concerning consultation on the National Framework with the National Institute for Learning Welsh is set to come into force on August 1, 2027.

Regulated entities and educational institutions in Wales should prepare for the implementation of these provisions. The primary impact will be on the calculation of Welsh speakers, the review of language standards, and the development and application of the National Framework for Welsh Language Education. Compliance with the new framework and standards will be required from April 1, 2026, with further specific requirements related to consultation coming into effect in August 2027. No specific penalties are detailed in this commencement order, but adherence to the new legislative framework is expected.

What to do next

  1. Review provisions of the Welsh Language and Education (Wales) Act 2025 coming into force on April 1, 2026, and August 1, 2027.
  2. Prepare for implementation of the National Framework for Welsh Language Education and Learning Welsh.
  3. Ensure compliance with updated Welsh language standards and calculation methods for Welsh speakers.
