Summary

The Department of Health and Human Services (HHS) has issued a proposed rule detailing benefit and payment parameters for the 2027 benefit year. This notice also includes a correction to the Basic Health Program. The rule outlines key parameters affecting health insurance marketplaces and programs.

What changed

The Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), has published a proposed rule outlining the benefit and payment parameters for the 2027 benefit year. This document also includes a correction to the Basic Health Program. Key provisions are expected to cover essential health benefits, qualified health plans, and enrollment processes, impacting the functioning of health insurance marketplaces.

Regulated entities, including insurers and healthcare providers, should review the proposed parameters to understand potential impacts on plan offerings and operations for the 2027 benefit year. While this is a proposed rule, it signals upcoming regulatory changes. The document is published in the Federal Register, and a comment period will likely follow, allowing stakeholders to provide feedback before finalization. Specific compliance actions will depend on the final rule's provisions.

What to do next

  1. Review proposed benefit and payment parameters for 2027
  2. Analyze potential impacts on plan offerings and operations
  3. Prepare to submit comments during the public comment period
