Four rules over three days establish new compliance framework for companies with foreign ownership.
The FCC adopted rules requiring covered communications providers to submit attestations regarding foreign adversary control or ownership, with compliance deadlines in May and June 2026. The agency also updated foreign ownership policies and codified Section 310(b) standards for broadcast and common carrier licensees.
The rules target companies with ownership or operational ties to China, Russia, Iran, North Korea, and Venezuela, requiring affirmative disclosures about foreign adversary influence.
Telecommunications companies, broadcasters, and any entity holding FCC licenses with foreign shareholders should immediately assess whether they are subject to these new attestation requirements and begin compliance preparations.
