Oklahoma SBE-FP Agent Broker Transition Notice
Summary
The Oklahoma Insurance Department issued a special notice on March 30, 2026, informing health and dental insurance agents and brokers about Oklahoma's transition from the Federally-facilitated Exchange to a State-based Exchange on the Federal Platform (SBE-FP) effective May 1, 2026. The notice clarifies that existing agent and broker responsibilities, registration processes, and CMS training requirements for PY 2026 and PY 2027 remain unchanged.
What changed
Oklahoma is transitioning its individual market health and dental insurance Exchange from the Federally-facilitated Exchange to a State-based Exchange on the Federal Platform (SBE-FP), effective May 1, 2026. The notice explicitly states that agents and brokers will experience no changes to their responsibilities assisting consumers with enrolling in qualified health plans on HealthCare.gov, and that the CMS agent and broker registration and training process will continue unchanged for PY 2026 and PY 2027. Producer licensing through the Oklahoma Insurance Department also continues as normal.
Agents and brokers should review the updated FAQs on the OID website for more information on the Exchange transition and continue completing standard CMS registration and training requirements. No new compliance deadlines, penalties, or registration changes are introduced. The transition is administrative in nature and does not alter existing workflows for licensed producers selling health and dental insurance in Oklahoma.
What to do next
- Review updated FAQs on OID website regarding the SBE-FP transition
- Continue standard CMS registration and training for Marketplace agents and brokers for PY 2026 and PY 2027
- Maintain current producer license renewal procedures through OID
