What changed

TDI has issued a special data call under Insurance Code Section 2210.052 to collect 2025 property direct written premium data in the Texas catastrophe area. The data will supplement TDI's statistical information and enable the Texas Windstorm Insurance Association to calculate participation shares for 2026 assessments. Companies in three categories must respond, including those reporting under minimum or limited formats to ISO, those whose 2025 data has not been fully accepted by ISO as of March 2, 2026, and farm mutual fronting insurers. All subject companies must submit the data call form and affidavit even if they write no applicable business in the catastrophe area.

Affected insurers should identify whether they fall into any of the three reporting categories and prepare to submit both the TWIA Data Call Form and a separate Affidavit by the May 22 deadline. Companies with questions can contact TDI's Data Services team at DataCall@tdi.texas.gov or 512-676-6690.

What to do next

  1. Submit the TWIA Data Call Form and Affidavit to TDI by May 22, 2026
  2. Complete the data call using Adobe Acrobat Standard 9.0 or more recent version
  3. Email the TWIA Data Call Affidavit separately from the Data Call Form

Re:
Data call for 2025 property direct written premium in the Texas catastrophe area

Reporting Period: January 1, 2025, to December 31, 2025

The Texas Department of Insurance issues the attached special data call, authorized by Insurance Code Section 2210.052.

This data call is necessary to supplement TDI’s statistical information and to enable the Texas Windstorm Insurance Association (TWIA) to calculate participation shares for assessments, should they be required in 2026. The data may also be used in 2027 before data for 2026 is available.

Responses to the data call are due no later than May 22, 2026.

Applicability

Your company must respond to this data call if it falls within one of the categories described below. A company subject to this data call must submit the data call form and affidavit to TDI, even if the company does not write any applicable business in the Texas catastrophe area.

TDI will email this data call only to companies that fall into one of the following categories:

Category 1: Companies reporting 2025 Texas commercial property or businessowners statistical data to TDI’s commercial lines statistical agent, Insurance Services Office Inc. (ISO), under a minimum or limited reporting format that does not include place-code- or ZIP-code-level detail. This category specifically includes companies reporting under the TDI minimum reporting guidelines for commercial lines statistical reporting.

Category 2: Companies reporting 2025 Texas commercial property or businessowners statistical data to ISO, under a full reporting plan format in which all four quarters of 2025 data have not been fully accepted by ISO as of March 2, 2026. Companies in this category must report premiums for the entire year, not just the quarters of 2025 that ISO has not fully accepted.

Category 3: Farm mutual insurance companies acting as fronting insurers, as defined by Insurance Code Section 221.001(c).

Submission requirements

  • You must complete the data call using the TWIA Data Call Form. This form requires Adobe Acrobat Standard 9.0, Adobe Professional 9.0, Adobe Reader 9.0, or a more recent version.
  • Complete and email the TWIA Data Call Affidavit separately from the Data Call Form. TDI may ask for more information about your responses.

If you have any questions about this data call or need more information, see the TWIA Data Call Instructions or contact TDI’s Data Services team at DataCall@tdi.texas.gov or 512-676-6690.
