TPEC Program Performance Measures Information Collection Request
Summary
HRSA announced a proposed Information Collection Request under the Paperwork Reduction Act for the Transforming Pediatrics for Early Childhood (TPEC) Program Performance Measures. The collection would require TPEC funding recipients to report standardized annual performance measures demonstrating program impact on young children and families served by TPEC-funded pediatric practices. Public comments on the burden estimate and other aspects of the collection are requested by June 15, 2026.
What changed
HRSA is proposing a new information collection request for the Transforming Pediatrics for Early Childhood (TPEC) Program, authorized under 42 U.S.C. 701(a)(2). The collection would establish standardized annual performance measures that all TPEC funding recipients must report to HRSA. HRSA intends to use the collected data to monitor recipient performance, provide oversight, demonstrate program accountability, and assess impact on pediatric practices serving young children and families.
TPEC funding recipients—including state and tribal organizations with statewide reach—will be directly affected by this collection if approved. Organizations should review the proposed burden estimate and prepare to provide feedback on data collection feasibility. Recipients currently collecting or planning to collect pediatric practice-level and state-level data for program purposes should monitor OMB's disposition of this ICR.
What to do next

Information Collection Request Title: Transforming Pediatrics for Early Childhood Program Performance Measures, OMB No. 0906-New.
Abstract: The Transforming Pediatrics for Early Childhood (TPEC) Program is authorized by 42 U.S.C. 701(a)(2) (Title V, § 501(a)(2) of the Social Security Act), which authorizes awards for special projects of regional and national significance in maternal and child health. Special projects of regional and national significance support HRSA's mission to improve the health and well-being of America's mothers, children, and families. Through the TPEC Program, HRSA directly funds organizations with statewide or tribal reach to place early childhood development experts in local pediatric practices to deliver team-based care to young children and their families. All TPEC funding recipients will collect data and report standardized annual performance measures included in this ICR.
Need and Proposed Use of the Information: HRSA will use the information to monitor and provide oversight to TPEC funding recipients so the recipients can successfully access, analyze, and use pediatric practice-level and state-level data to meet program goals. HRSA will also use the performance information to demonstrate program accountability and impact to young children and their families served by the TPEC-funded pediatric practices.
Likely Respondents: TPEC funding recipients.
Burden Statement: Burden in this context means the time expended by persons to generate, maintain, retain, disclose, or provide the information requested. This includes the time needed to review instructions; to develop, acquire, install, and utilize technology and systems for the purpose of collecting, validating, and verifying ( printed page 20473) information, processing and maintaining information, and disclosing and providing information; to train personnel and to be able to respond to a collection of information; to search data sources; to complete and review the collection of information; and to transmit or otherwise disclose the information. The total annual burden hours estimated for this ICR are summarized in the table below.

HRSA specifically requests comments on: (1) the necessity and utility of the proposed information collection for the proper performance of the agency's functions; (2) the accuracy of the estimated burden; (3) ways to enhance the quality, utility, and clarity of the information to be collected; and (4) the use of automated collection techniques or other forms of information technology to minimize the information collection burden.
