LGBT People's Experiences of Homelessness Research Report
Summary
The Government Equalities Office published a research report examining the distinct experiences, attitudes and needs of homeless lesbian, gay, bisexual and transgender (LGBT) people in England. The study, commissioned in 2019 by the Equality Hub in partnership with the Ministry of Housing, Communities and Local Government, was undertaken by Sheffield Hallam University researchers who drew on international evidence and fieldwork with homeless LGBT people. Findings directly informed the 2022 Ending Rough Sleeping for Good Strategy commitments to improve housing and support services for LGBT people.
What changed
The Government Equalities Office released final research findings on LGBT homelessness experiences in England. The study examined how, why and in what ways LGBT people's homelessness experiences differ from non-LGBT people, and assessed how well housing and support services meet the needs of this group. The research drew on published international evidence and fieldwork undertaken in 2019.
For housing providers, support services and policymakers, the report provides evidence to inform service delivery for LGBT homeless populations. Commitments in the 2022 Ending Rough Sleeping for Good Strategy were directly informed by these findings, indicating the research has already influenced government housing policy. While the fieldwork dates from 2019 and homelessness rates may have since changed, the research provides a foundation for understanding LGBT-specific needs in homelessness services.

This is a legacy report which was commissioned and completed under the previous government.
This report is the final output from an exploratory research study to better understand the needs and experiences of homeless lesbian, gay, bisexual and transgender (LGBT) people. It was commissioned by the Equality Hub – now known as the Office for Equality and Opportunity – in partnership with the Ministry of Housing, Communities and Local Government. It was undertaken by the Centre for Regional Economic and Social Research and the Centre for Development and Research in Education at Sheffield Hallam University.
The study was commissioned in 2019 in response to an identified evidence gap about LGBT homelessness, with the aim to support government efforts in improving the lives of LGBT people and tackling homelessness. The study considered how, why and in what ways LGBT people’s homelessness experiences are distinct from people not identifying as LGBT. It draws on published international evidence, and fieldwork undertaken with homeless LGBT people in England. The fieldwork took place in 2019, so the rates of homelessness among different groups may have since changed.
Commitments made towards improving the housing and services support for LGBT people in the 2022 Ending rough sleeping for good strategy were directly informed by the findings of this research.
