Comments are due May 11, 2026.
What changed
VA's Veterans Benefits Administration is seeking public comment on a revision to OMB Control No. 2900-0474 for the VA Funding Fee Payment System (FFPS). The collection covers the internet-based application lenders use to pay funding fees for VA-guaranteed loans, including manufactured housing, assumptions, refinances, and construction loans. Batch payment processing via XML file upload is also supported. The revision reflects a 41.9% decrease in annual respondents from 800,000 to 465,000, directly tied to reduced VA loan guaranty volume. \n\nLenders originating VA-guaranteed loans should note the reduced burden estimates when compliance planning. The FFPS calculates appropriate fees including late fees and interest. No changes to the frequency of estimated completion time were made. Entities using the VA FFPS should confirm their systems align with the updated collection parameters.
What to do next
- Monitor for OMB approval of the revised information collection
- Submit comments by May 11, 2026 if affected by changes to VA FFPS reporting requirements
- Review updated burden estimates for VA-guaranteed loan funding fee submissions

Type of Review: Revision of a currently approved collection.
Abstract: A funding fee must be paid to VA before a loan can be guaranteed and evidence of guaranty issued. The funding fee is payable on all VA-guaranteed loans (i.e., assumptions, manufactured housing, refinances, and real estate purchase and construction loans). Lenders are required to pay the funding fee in an internet-based application, VA Funding Fee Payment System (FFPS), that permits lenders to pay the funding fee online to obtain a ( printed page 18532) VA loan guaranty. The application calculates the appropriate fee, including any late fees and interest that may be due. Lenders may also choose to pay the funding fee via batch payment processing by uploading an XML file into FFPS. VA notes that although the frequency of the estimated completion time is unchanged since the last revision. However, the annual burden decreased due to a reduction in the total number of respondents, which fell from 800,000 to 465,000 and is directly tied to the decrease in the volume of VA-guaranteed loans.
