Email

Summary

The Committee for Purchase From People Who Are Blind Or Severely Disabled is adding specific products and services to the Procurement List, making them mandatory purchases for certain government contracting activities. It also deletes previously listed services. These changes are effective April 25, 2026.

What changed

The Committee for Purchase From People Who Are Blind Or Severely Disabled has added specific products (combat knives) and services (custodial services) to the Procurement List, designating them as mandatory purchases for specified government contracting activities, including the Department of Defense and the National Park Service. Concurrently, certain services previously on the list have been deleted. These additions and deletions are made under the authority of the Javits-Wagner-O'Day Act and associated regulations.

Contracting activities within the Department of Defense and the National Park Service must comply with the mandatory purchase requirements for the newly added items effective April 25, 2026. Authorized nonprofit agencies, such as DePaul Industries and Toolworks, Inc., are designated as the sources of supply. The action will not result in additional reporting or recordkeeping for small entities, and may authorize small entities to furnish products and services to the government.

What to do next

  1. Ensure compliance with mandatory purchase requirements for newly added products and services effective April 25, 2026.
  2. Update procurement systems to reflect additions and deletions to the Procurement List.
