OPIC Notice on Information Collection Activities for OMB Review
Summary
The Overseas Private Investment Corporation (OPIC), on behalf of the U.S. International Development Finance Corporation (DFC), has issued a notice requesting public comment on a new information collection activity. This notice provides an additional thirty days for comments on the collection of qualitative feedback on agency service delivery.
What changed
The Overseas Private Investment Corporation (OPIC), now operating under the U.S. International Development Finance Corporation (DFC) following the BUILD Act of 2018, has issued a notice requesting public comment on a new information collection activity. This action is a procedural step under the Paperwork Reduction Act, seeking feedback on a generic clearance for collecting qualitative customer and stakeholder feedback on agency service delivery. The agency previously published a 60-day notice without receiving comments and is now providing an additional 30-day comment period.
Regulated entities and interested parties are encouraged to submit comments by October 15, 2019, regarding the necessity, accuracy, utility, and clarity of the proposed information collection, as well as ways to minimize reporting burden. While this is a procedural notice and not an enforcement action, providing feedback can influence the design and implementation of future data collection efforts by the DFC. No specific compliance actions are required from entities at this stage, but participation in the comment period is an opportunity to shape agency processes.
What to do next
- Submit comments on the proposed information collection by October 15, 2019.
- Review the abstract for the 'Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery' (DFC-011).

Abstract: The information collection activity under this clearance will garner qualitative customer and stakeholder feedback in an efficient,
timely manner. By qualitative feedback the agency means information that provides useful insights on perceptions and opinions,
but are not statistical surveys that yield quantitative results that can be generalized to the population of study. This feedback
will provide insights into customer or stakeholder perceptions, experiences and expectations, provide an early warning of
issues with service, or focus attention on areas where communication, training or changes in operations might improve delivery
of products or services. These collections will allow for ongoing, collaborative and actionable communications between the
agency and its customers and stakeholders. It will also allow feedback to contribute directly to the improvement of program
management.
Feedback collected under this generic clearance will provide useful information, but it will not yield data that can be generalized
to the overall population. This type of generic clearance for qualitative information will not be used for quantitative information
collections that are designed to yield reliably actionable results, such as monitoring trends over time or documenting program
performance. Such data uses require more rigorous designs.
