What changed

The President has extended for one additional year the national emergency declared on April 21, 2022, concerning Russian Federation actions that threaten US international relations. This continuation maintains the emergency authority under 50 U.S.C. 1601 et seq. and the Magnuson Act (46 U.S.C. 70051), preserving the regulatory framework for restricting Russian-affiliated vessel anchorage and movement to US ports.

Maritime operators, port authorities, and shipping companies with Russian affiliations should note that existing port access restrictions remain in effect. No new compliance obligations are created by this continuation; it preserves the status quo established by Proclamation 10371.
