Summary

The Majlis Ugama Islam, Singapura has amended the Administration of Muslim Law (Haj) Rules 2026, effective March 26, 2026. The amendments grant the Majlis the authority to request documentation regarding an applicant's ability to perform the Haj and allow for the cancellation of approved Haj arrangements if such documentation cannot be provided.

What changed

The Administration of Muslim Law (Haj) (Amendment) Rules 2026, published on March 25, 2026, and effective March 26, 2026, introduce significant changes to the Haj application process. Specifically, rule 2B has been amended to empower the Majlis Ugama Islam, Singapura (MUIS) to require applicants to submit documents proving their ability to perform the Haj in the allocated year. Furthermore, if an applicant cannot provide the requested documents, any previously granted approval for the Haj will be deemed cancelled.

These amendments place new documentation and verification requirements on individuals seeking to perform the Haj. Compliance officers within organizations that facilitate or manage Haj arrangements should ensure their processes align with these new requirements. The immediate effective date means that applicants and the MUIS must be prepared to implement these changes without a transition period. Failure to comply with the documentation requests could lead to the cancellation of approved Haj arrangements, impacting individuals' travel plans and financial commitments.

What to do next

  1. Review and understand the new documentation requirements for Haj applicants as per amended rule 2B.
  2. Update internal procedures to incorporate the requirement for applicants to submit proof of ability to perform Haj.
  3. Ensure processes are in place to manage the cancellation of approved Haj arrangements if documentation is not provided.

Penalties

Approval granted under rule 2A(3) is deemed to be cancelled if required documents are not submitted.
