Higher Education Support Amendment Enables Disclosure to 31 Agencies

The instrument amends the Higher Education Support (Administration) Guidelines 2022 by inserting Part 9, which establishes the framework for disclosure of information to certain agencies. Schedule 1 incorporates the Higher Education (Disclosure of Information to Other Bodies) Determination 2023, identifying the 31 agencies authorized to receive disclosures. Universities and other higher education providers must now comply with these new disclosure provisions when sharing student or institutional data.

Affected parties—including universities, vocational education providers, and other approved higher education institutions—should review their data sharing agreements and ensure internal policies reflect the expanded list of disclosure-eligible agencies. Non-compliance with information disclosure obligations under the Higher Education Support Act 2003 may result in administrative or financial penalties under the scheme.
