Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ''Reducing and Elimi-4 nating Duplicative Environmental Regulations Act'' or the 5 ''RED Tape Act''. 6
SEC. 2. POLICY REVIEW. 7
Section 309 of the Clean Air Act (42 U.S.C. 7609) 8 is amended-- 9 (1) in subsection (a)-- 10 (A) by striking ''and comment in writing'' 11 and inserting '', and comment in writing,''; 12 (B) by striking ''Administrator,'' and in-13 serting ''Administrator''; 14 (C) by striking ''(1)''; and 15 (D) by striking '', (2) newly authorized 16 Federal projects for construction and any major 17 Federal agency action (other than a project for 18 construction) to which section 102(2)(C) of 19 Public Law 91-190 applies, and (3) proposed 20 regulations published by any department or 21 agency of the Federal Government''; and 22 (2) in subsection (b), by striking '', action, or 23 regulation''. 24
