EU and Germany Partner with Cambodia to Modernize Customs and Boost Trade Efficiency

© EUD Cambodia PHNOM PENH, April 24, 2026 – The European Union and Germany joined Cambodian officials today to witness the progress made in reducing trade barriers through the modernization of logistics. The visit to the new Techo International Airport demonstrated how updated technology and streamlined regulations are enabling goods to reach markets faster and more efficiently.

The delegation included representatives from the Ministry of Commerce, the General Department of Customs and Excise, the State Secretariat of Civil Aviation, and Cambodia Airport Investment Co. They were joined by private sector leaders from the European Chamber of Commerce in Cambodia (EuroCham), VINCI Airports, and DHL.

Supported by the EU-German Global Access and Trade Expertise (EU-German GATE) programme—a joint initiative of the European Union and Germany—the event showcased Cambodia’s ongoing efforts to simplify customs procedures and enhance express air cargo operations.

A primary highlight of the visit was the successful implementation of "pre-arrival processing" for express shipments. Now being expanded at Techo International Airport, this system allows customs data to be submitted and processed before goods physically arrive, significantly cutting clearance times.

H.E. Igor Driesmans, European Union Ambassador to Cambodia, stated:

"Efficient, transparent, and predictable customs procedures drive investment, trade competitiveness, and economic growth. The EU collaborates successfully with the Government of Cambodia to advance customs digitalization and promote effective trade policies."

H.E. Stefan Messerer, the German Ambassador to Cambodia, highlighted:

“Germany is proud to support Cambodia in advancing its customs digital transformation. The modernization of these gateways will expedite trade, foster business growth and strengthen reliability standards for the global market.”

These reforms support Cambodia’s ambition to strengthen its position as a regional logistics hub. By enhancing express cargo handling and modernizing infrastructure, the country is better positioned to support the rapid growth of e-commerce, where speed and predictability are essential.

The support provided by the European Union is part of its Global Gateway strategy. This strategy promotes a comprehensive approach to connectivity by combining infrastructure development with regulatory reform, digitalization, and deep engagement with the private sector.

European companies are already playing a central role in this transition. Through collaboration with the European Chamber of Commerce, Cambodian authorities are working alongside businesses to identify bottlenecks and improve logistics performance. Partners such as DHL and VINCI Airports bring global expertise and high operational standards, further integrating Cambodia into international supply chains.

The European Union and Germany reaffirmed their commitment to continue supporting Cambodia’s trade and logistics development, fostering sustainable economic growth and deeper regional integration.
