What changed
The EPA is reopening the public comment period for a proposed rule originally published February 27, 2026 (91 FR 9793), which would approve revisions to Michigan Air Pollution Control Rules (MAPCR) Parts 6 and 8 for inclusion in the Michigan SIP. The original comment deadline of March 30, 2026 has been extended to May 26, 2026 in response to a public comment request.
Regulated sources in Western Michigan nonattainment areas—specifically Berrien, western Allegan, and western Muskegon counties—should monitor this proceeding, as the approved RACT requirements would impose new or revised emission control obligations on facilities subject to VOC and NOx controls under the 2015 ozone standard.
