Res. 1182) expressing support for rural communities across the United States as stewards of the envi- ronment, major suppliers of United States energy resources, critical providers of food production and manufacturing capacity, and drivers of national economic stability, and recognizing the work of the House of Representatives in the 119th Congress in support of those vital com- munities; providing for consideration of the bill (H.R. 1897) to amend the Endangered Species Act of 1973 to optimize conservation through resource prioritization, incentivize wildlife conservation on private lands, provide for greater incentives to recover listed species, create greater transparency and accountability in recovering listed species, streamline the permitting process, eliminate barriers to conservation, and restore congressional intent; and providing for consideration of the bill (H.R.

  1. to amend the Geothermal Steam Act of 1970 to waive the require- ment for a Federal drilling permit for certain activities, to exempt certain activities from the requirements of the National Environmental Policy Act of 1969, and for other purposes.

Providing for consideration of the bill (H.R. 4690) to amend

the Energy Conservation and Production Act to repeal certain Federal building energy efficiency performance standards, and for other purposes; providing for consid- eration of the resolution (H. Res. 1182) expressing sup- port for rural communities across the United States as stewards of the environment, major suppliers of United States energy resources, critical providers of food produc- tion and manufacturing capacity, and drivers of national economic stability, and recognizing the work of the House of Representatives in the 119th Congress in sup- port of those vital communities; providing for consider- ation of the bill (H.R. 1897) to amend the Endangered Species Act of 1973 to optimize conservation through resource prioritization, incentivize wildlife conservation on private lands, provide for greater incentives to recover listed species, create greater transparency and account- ability in recovering listed species, streamline the permit- ting process, eliminate barriers to conservation, and re- store congressional intent; and providing for consider- ation of the bill (H.R. 5587) to amend the Geothermal Steam Act of 1970 to waive the requirement for a Fed- eral drilling permit for certain activities, to exempt cer- tain activities from the requirements of the National Environmental Policy Act of 1969, and for other pur- poses.

Resolved, That upon adoption of this resolution it 1

shall be in order to consider in the House the bill (H.R. 2

  1. to amend the Energy Conservation and Production 3 Act to repeal certain Federal building energy efficiency 4 performance standards, and for other purposes. All points 5 of order against consideration of the bill are waived. The 6

amendment in the nature of a substitute recommended by 1 the Committee on Energy and Commerce now printed in 2 the bill shall be considered as adopted. The bill, as amend-3 ed, shall be considered as read. All points of order against 4 provisions in the bill, as amended, are waived. The pre-5 vious question shall be considered as ordered on the bill, 6 as amended, and on any further amendment thereto, to 7 final passage without intervening motion except: (1) one 8 hour of debate equally divided and controlled by the chair 9 and ranking minority member of the Committee on En-10 ergy and Commerce or their respective designees; and (2) 11 one motion to recommit. 12 . 2. Upon adoption of this resolution it shall be 13 S EC in order without intervention of any point of order to con-14 sider in the House the resolution (H. Res. 1182) express-15 ing support for rural communities across the United 16 States as stewards of the environment, major suppliers of 17 United States energy resources, critical providers of food 18 production and manufacturing capacity, and drivers of na-19 tional economic stability, and recognizing the work of the 20 House of Representatives in the 119th Congress in sup-21 port of those vital communities. The resolution shall be 22 considered as read. The previous question shall be consid-23 ered as ordered on the resolution and preamble to adop-24 tion without intervening motion or demand for division of 25

the question except one hour of debate equally divided and 1 controlled by the chair and ranking minority member of 2 the Committee on Energy and Commerce or their respec-3 tive designees. 4 . 3. Upon adoption of this resolution it shall be 5 S EC in order to consider in the House the bill (H.R. 1897) 6 to amend the Endangered Species Act of 1973 to optimize 7 conservation through resource prioritization, incentivize 8 wildlife conservation on private lands, provide for greater 9 incentives to recover listed species, create greater trans-10 parency and accountability in recovering listed species, 11 streamline the permitting process, eliminate barriers to 12 conservation, and restore congressional intent. All points 13 of order against consideration of the bill are waived. In 14 lieu of the amendment in the nature of a substitute rec-15 ommended by the Committee on Natural Resources now 16 printed in the bill, an amendment in the nature of a sub-17 stitute consisting of the text of Rules Committee Print 18 119-23 shall be considered as adopted. The bill, as 19 amended, shall be considered as read. All points of order 20 against provisions in the bill, as amended, are waived. The 21 previous question shall be considered as ordered on the 22 bill, as amended, and on any further amendment thereto, 23 to final passage without intervening motion except: (1) one 24 hour of debate equally divided and controlled by the chair 25

and ranking minority member of the Committee on Nat-1 ural Resources or their respective designees; and (2) one 2 motion to recommit. 3 . 4.
