What changed
Croatia has published a notification in the EU Official Journal (C/2026/2316) under Article 42 of the Schengen Borders Code, replacing the list published in 2013. The notification details three Croatian national laws that impose document carrying and presentation obligations: the Aliens Act (requiring third-country nationals to carry and present travel documents and residence permits), the Act on EEA Nationals and Their Family Members (requiring EEA nationals and their family members to carry identity documents), and the Identity Card Act (requiring Croatian residents to carry identity cards).\n\nFor compliance officers, this notification provides visibility into Croatia's specific document requirements under Schengen Border Code Article 23(c). Organizations operating in Croatia or handling travel/immigration matters should note these national variations to EU-wide border rules. Individuals subject to these requirements must carry valid documents and present them to authorized officials upon request.
