Committee Deletes Defense Helicopter Landing Zone and Safety Lighting Kits From Procurement List

Email

Summary

On May 24, 2026, the Committee for Purchase From People Who Are Blind or Severely Disabled deleted 11 product NSNs—primarily helicopter landing zone and safety lighting kits—and 3 service entries (Base Supply Center and Office Supply Store) from the Federal Procurement List. Affected products were previously supplied by The Arc of Bergen and Passaic Counties, Inc. (Hackensack, NJ) for mandatory Department of Defense procurement via DLA Troop Support. Services were provided by Virginia Industries for the Blind (Charlottesville, VA) for DOD/Office of Secretary of Defense contracting activities. The Regulatory Flexibility Act certification states the action will not have a significant impact on small entities and may result in authorizing small entities to furnish these products and services to the Government.

What changed

The Committee deleted 10 safety lighting kit NSNs (6230-01-513-1920 through 6230-01-514-0921), 1 helicopter landing zone kit (6230-01-513-2533), 1 traffic cone kit (6230-01-513-2551), 2 Base Supply Center services, and 1 Office Supply Store service from the Procurement List. All were mandatory for Defense Supply Service—Washington locations under the Javits-Wagner-O'Day Act (41 U.S.C. 8501-8506). The Regulatory Flexibility Act certification confirmed no significant impact on small entities and noted the action may result in authorizing small entities to furnish these products and services to the Government.

Affected parties—including the nonprofit agencies (The Arc of Bergen and Passaic Counties, Inc. and Virginia Industries for the Blind), Defense Logistics Agency, and DOD/Office of Secretary of Defense contracting activities—should note these items are no longer subject to mandatory procurement under the program. Federal agencies requiring these products or services must now source them through standard commercial or federal contracting channels rather than through the mandatory Procurement List requirements.
