What changed

The concentration was notified under the EU Merger Regulation and was assessed under the standard Phase I procedure. The Commission found the transaction compatible with the internal market and issued a non-opposition decision.
Energy sector companies and investors considering similar transactions should note that refinery-sector mergers may proceed through standard clearance procedures where no competition concerns arise. Transactions meeting EU Merger Regulation thresholds require mandatory notification and clearance prior to completion.
