Biometric Voter Verification System Regulations, 2025
Summary
Uganda has issued the Biometric Voter Verification System Regulations, 2025, establishing rules for the adoption and use of biometric voter verification systems in presidential, parliamentary, and local council elections. These regulations, effective December 24, 2025, aim to enhance the integrity of the electoral process through technology.
What changed
The Electoral Commission (Adoption and Manner of Use of Biometric Voter Verification System) Regulations, 2025, have been enacted in Uganda as Statutory Instrument 98 of 2025. These regulations, effective December 24, 2025, outline the framework for the adoption and use of biometric voter verification systems, including the definition of a 'biometric voter verification kit' and 'biometric voter verification system,' which encompasses hardware and software for identity verification through facial or fingerprint recognition. The regulations apply to presidential, parliamentary, and local council elections.
Compliance officers should familiarize themselves with these new regulations to ensure adherence during upcoming electoral cycles. While specific compliance deadlines beyond the effective date are not detailed in this excerpt, the regulations mandate the use of these systems, implying a need for electoral bodies and potentially technology providers to prepare for implementation. The regulations amend the Electoral Commission (Adoption and Manner of Use of Technology in the Management of Elections) Regulations, 2021, indicating a move towards more advanced technological integration in elections.
