S1966 Requires Auto-Reenrollment of LIHEAP Eligible Persons by Social Services Districts
Summary
New York Senate Bill S1966, sponsored by Christopher J. Ryan, passed the Senate and proposes to amend Social Services Law §97 to require social services districts to automatically re-enroll eligible persons or households each heating season for the Low-Income Home Energy Assistance Program (LIHEAP). The bill applies to persons or households already receiving LIHEAP assistance who maintain eligibility. Co-sponsors include Senators Ashby, Bynoe, Murray, and Oberacker.
What changed
The bill would amend Section 97 of the Social Services Law to shift the responsibility for annual LIHEAP reenrollment from eligible households to social services districts. Currently, recipients must reapply each year; under S1966, districts would be required to automatically process reenrollment for all households that continue to meet eligibility criteria.
Social services districts in New York would need to implement administrative systems capable of identifying eligible households and processing automatic reenrollment each heating season without requiring new applications from beneficiaries. Households receiving LIHEAP assistance would benefit from reduced administrative burden and improved continuity of heating assistance.
What to do next
- Monitor for enactment status as bill progresses through NY State Assembly
- Review current LIHEAP reenrollment procedures for compliance with proposed automatic reenrollment requirements
- Prepare administrative systems for automatic reenrollment processing
