Anti-Dumping Measures Expiry Notice, Grain-Oriented Silicon-Electrical Steel
Summary
The European Commission has published a notice in the Official Journal informing Union producers that anti-dumping measures on grain-oriented flat-rolled products of silicon-electrical steel originating in China, Japan, South Korea, Russia, and the United States will expire on January 18, 2027. The measures were originally imposed by Commission Implementing Regulation (EU) 2022/58. Union producers may submit a written request for an expiry review to the Commission's Directorate-General for Trade and Economic Security, provided such requests contain sufficient evidence that expiry would likely result in continuation or recurrence of dumping and injury.
“The measure expires at midnight (00:00) of the day mentioned in this column.”
Union producers of grain-oriented silicon-electrical steel who wish to maintain anti-dumping protections should prepare expiry review requests well in advance of the three-month deadline before January 18, 2027. The review request must contain sufficient evidence that expiry would be likely to result in continuation or recurrence of dumping and injury — a substantive evidentiary burden that requires preparation of market data and injury analysis. Importers of the affected products from China, Japan, South Korea, Russia, and the US should monitor this timeline as duties may lift automatically absent a review request.
What changed
The Commission has issued a notice pursuant to Article 11(2) of Regulation (EU) 2016/1036 announcing the impending expiry of anti-dumping duties on grain-oriented flat-rolled products of silicon-electrical steel from five countries. The measures will expire at midnight on January 18, 2027 unless Union producers submit a written request for an expiry review before that date. Union producers seeking to maintain the anti-dumping protections must submit their review request to the Directorate-General for Trade and Economic Security within three months prior to the expiry date, providing sufficient evidence that expiry would likely result in continuation or recurrence of dumping and injury.
