What changed

The Ad-Hoc SOME Preparatory Meeting and Consultative Session with Dialogue Partners took place on 24 April 2026 in virtual format. Participants assessed the implications of Middle East developments on global and regional energy markets, discussed oil and gas supply stability and price volatility, and took stock of the ASEAN Framework Agreement on Petroleum Security (APSA) status and next steps, including the need to expedite domestic ratification and enhance operational readiness. Discussions also covered the Coordinated Emergency Response Mechanism (CERM) and potential financing support from the Asian Development Bank and World Bank Group.

Energy companies operating in ASEAN markets should note this as a structured, coordinated response to potential supply disruptions. The emphasis on APSA ratification, CERM development, and engagement with international financial institutions signals ongoing regional prioritization of petroleum security. The next milestone is the Special AMEM scheduled for 27 April 2026.
